5/21/26 update remains important: all video content should tell voters what Bird’s ICE vote did (allow police to cooperate with ICE, and let ICE raid our schools and hospitals). It is important that all video content emphasizes what Bird’s ICE vote did, and also important for voters to read in mail what Bird’s ICE vote did.

Voters should continue to learn that Bird was the only Democrat to vote with ICE. Content should explicitly mention Bird by name each time the vote is discussed. 

OVERVIEW
Manny Rutinel is a Latino State Representative who is leading the fight against Donald Trump’s attacks on our democracy and immigrant communities … because these fights are personal to him. Shannon Bird was the only Democrat to vote with Republicans to allow police to cooperate with ICE, and let ICE raid our schools and hospitals.

SUMMARY

CO-08 residents age 25 or older need to see on YouTube, voters who have voted in at least 1 of the last 4 democratic primaries or are newly registered Democrats in CO-08 need to read mail and see on Meta, CTV, paid search, and SMS, and Denver media market residents need to see on broadcast TV that:

• For Manny, fighting Trump is personal. Raised by a single immigrant mom, Manny worked and studied hard and became an economist with the US Army Corps of Engineers. As a Colorado legislator, he’s passed laws to fight Trump: protecting our right to vote and stopping ICE from terrorizing Latino families like his. Now, he’s running for Congress to bring the fight to Trump.

• When Donald Trump unleashed ICE in Colorado, Colorado Democrats came together to stop him. Except Shannon Bird. Shannon Bird was the only Democrat to vote with Republicans to allow police to cooperate with ICE, and let ICE raid our schools and hospitals.

• It is most helpful for paid communication, particularly when voters read mail about Manny, to build Manny Rutinel’s name recognition while focusing on the above information about Manny Rutinel’s record of fighting back against Trump and ICE, and the contrast with Shannon Bird.
